For handicap purposes I do use the Equitable Stroke Control with the GHIN system. According to those rules anyone with a handicap between 10-19 can take a maximum of a 7 on any given hole. Looks like it is pretty similar to the Canadian system although a bit less lenient as you can shoot 3 over on par 4s and 4 over on those watery par 3s..
